Scope of Work
Emerson required a fully integrated Crude Oil Custody Transfer Metering System for Phase Two of the Halfaya Surface Facility Project in Iraq, operated by Petrochina / MOC. The project needed to be executed and tested within a compressed timeline of less than six months, with strict requirements for flow testing, quality assurance, and pre-handover acceptance for additional internal testing by the client.
Execution
Specialist Services, part of Centurion’s Middle East & North Africa region, engineered and delivered a complex metering skid system consisting of a 32" skid inlet/outlet, three 16" duty metering streams, one 16" standby stream, and two additional 16" spare streams for future expansion. The system includes a bi-directional prover, sampling system with water injection skid and water draw system.
Within six months, all fabrication, trial assembly, testing, and re-installation were completed— with the majority of works successfully executed in April alone. Flow testing was conducted using four pumps to achieve a flow rate of 3,200 m³/h at 6 barg for nearly 24 hours. The tests were witnessed by Bureau Veritas, Petrochina, and MOC representatives.
Outcome
Specialist Services met the demanding timeline, handing over the system for client testing and completing all packing and dispatch within three days. The system was delivered to Emerson on 26th May 2014 and subsequently installed in Iraq by August.
This project demonstrates Specialist Services’ capability to deliver complex, large-scale metering systems within challenging timelines while maintaining high quality, precision engineering, and full compliance with customer and regulatory requirements.
