ETR and ICR Buildings Completed to Support Tecnicas Reunidas on the ADOC’s Hail Oil Field Development Project

Scope of Work

Tecnicas Reunidas required prefabricated, skid-mounted Electrical Technical Room (ETR) and Instrument Control Room (ICR) buildings for installation at the Hail Oil Field offshore Abu Dhabi, operated by Abu Dhabi Oil Company (ADOC). The project demanded blast-resistant, fire-rated structures equipped with HVAC, fire suppression, and electrical systems—engineered, manufactured, tested, and delivered under a tight schedule in a complex offshore environment. 

Execution

Specialist Services, part of Centurion's Middle East & North Africa region, undertook the full scope, including design, engineering, fabrication, installation of HVAC, interconnection cabling, fire detection and suppression systems (HSSD and NOVEC), and pre-commissioning. 


The ICR building (21m x 8.3m x 9.4m) was completed in 22 weeks and the larger ETR building (34m x 11m x 10.8m) in 26 weeks—both within the client's timeline. Additional design changes were managed during execution without delay, demonstrating engineering agility and strong coordination with Tecnicas Reunidas and third-party inspectors.

 

Transportation of the ETR posed a logistical challenge due to its dimensions, requiring detailed planning and coordination with local authorities for in-land movement to Mussafah Port using SPMTs. Final weighing operations for both buildings were completed using hydraulic jacks and load cells at Specialist Services’ Abu Dhabi yard. 


Outcome & Value Delivered

Both ETR and ICR buildings were successfully delivered on schedule in April 2017 and accepted by the customer following thorough testing and inspection.


The ICR weighed 114 tonnes and the ETR 237 tonnes, both meeting all structural and functional criteria. 


The project showcased Specialist Services’ ability to execute large-scale, prefabricated building solutions under compressed timelines, while adapting to evolving client requirements. The successful delivery reinforced the company's position as a trusted supplier of engineered modular buildings for critical oil and gas infrastructure in the Middle East.
